This PR provides a simple update to the link that the release notifier action posts, since the previous link was redirecting to a page that no longer exists.
Additionally, this PR includes enhancements to the documentation to explain how this workflow functions. A section that was not working and is not needed for the scope of this PR (specifically, a task for creating a GitHub issue in subspace-docs) has been removed.
